Representative DeGraaf, prime sponsor, presented House bill 25-1254, concerning the statute of limitations for youth gender transition procedures.  Representative DeGraaf explained the effect of the bill and discussed its need. Discussion ensued regarding the constitutional implications of the bill.

Dr. Travis Morrell, representing themself, testified in support of the bill. Dr. Kristine Rivera, representing themself, testified in support of the bill. Martha Shoultz, representing Partners for Ethical Care - Transition Justice project, testified in support of the bill.

Ms. Shoultz responded to questions regarding detransitioning.  Discussion ensued regarding historical misjudgements by the medical community, and surgery complications.  Discussion followed regarding the experience of the two doctors on the panel.

Jamie Reed, representing LGBT Courage Coalition, testified in support of the bill. Ms. Hope Scheppelman, representing themself, testified in support of the bill. Dr. Catherine Winchester, representing themself, testified in support of the bill.

Ms. Reed responded to questions regarding how healthcare professionals behave in certain circumstances, and informed consent. Dr. Winchester weighed in on informed consent. Ms. Reed responded to questions regarding her experience with parental behavior during her healthcare work.

Dr. Lynda Zamora Wilson, representing themself, testified in support of the bill. July Carlan, representing themself, testified in support of the bill. Airiel Salvatore, representing themself, testified in support of the bill.

Discussion ensued regarding the experiences of two of the panelists. Ms. Lee responded to questions regarding her experiences. Elizabeth Chesak, representing Women's Declaration International USA, testified in support of the bill.

Brandi Hardy, representing One Colorado, testified in opposition to the bill. Ms. Kara Allison, representing JEDI Advocacy Council of Greeley, testified in opposition to the bill. Amy Diamond, representing themself, testified in opposition to HB 25-1254. Dr. Jax Gonzalez, representing One Colorado, testified in opposition to the bill.

Dr. Gonzalez responded to questions regarding the practices of mental health professionals in schools. Discussion ensued on this point. Discussion followed regarding claims made during earlier testimony. Ms. Diamond responded to questions regarding positions taken in foreign countries surrounding transgender issues, and the position of medical associations in the United States on these issues.
